remove the panel front cover and look at where all the thin coloured wires enter the terminals, usualy these are marked zone 1, zone 2, bat, stb, 24hr etc. if you can clearley see one marked PA, usualy next to the zones and tamper, this is were you solve your problem, make sure you are certain that you have the two wires connected to the PA (Panic Attack) and just put a small piece of wire between the two points of the two terminals this creats a bridge between the two and the switch will no longer work (with Most Alarms) . If the alarm goes off and shows a panic state then you would need to remove the bridge and one of the wires that was already in the terminal leaving an open circuit, but it is nearly allways the first way round.
