wiring a hps lamp?

I want to wire a hps lamp, 70w to a heavy duty extension cord.. Will this be all right? Does this lamp require a starter? Does it require a ballast?

Most all HID's require a ballast. The only one that I know of that does not is a self ballasted Metal Halide. That one can be wired the way you want
