It looks as though the battery has been disconnected recently ( or a fuse changed) and your radio is waiting for its Security Code to be entered.
This plus your radio Serial Number should be with your car`s paperwork.
If not, then you will have to remove the radio from the dashboard and quote all the Serial Numbers found on the casing to a Radio Decode Specialist ( as I don`t think anyone on these free Help Boards can calculate the VDO (new name for PHILIPS)
If SAFE is displayed all the time, then it usually means that there have been more than 10 attempts at entering the wrong code and now your radio is locked.
Providing the radio is not a stolen one then there might be an easier solution.
