what to use on plastic covered hardboard ceiling?

i live in a mobile home and the ceilings are hardboard covered plastic,ive tried twice to put a light blown vinyl up which falls off even with solvite extra strong,having taken out a fireplace and water tank cupboard the ceiling needs more than just paint,please help.
