Mend Potterton Heating System Thermostat Radiators

Radiators heating up when only hot water required ?? programmer problem?

Hi
My potterton control is programmed to come on twice a day for hot water only. However the radiators are getting very hot. The thermostat in the hall is turned to lowest setting. Do you think this is an electrical or plumminng problem(?? valve).

i would opt more for the valve is letting by.
have you 1 x 3 port valve or 2 x 2 port valve
