Good advice from 'df' basically - get ALL the water out of the engine. The oil is one thing, but it can be difficult to ensure that all the water is out of the fuel tank and pipe work. Best way to ensure this that I've found is to remove the tank from the engine and put it in the oven at 50C for about 30 minutes. While it's 'cooking', you can remove the float chamber and be absolutely certain that there is no water blocking the jets. It WON'T be pulled through the engine, it will simply sit there and stop fuel getting through.

Crank engine as fast as possible with the plug out to ensure that there is no water in the cylinder that could cause a hydraulic lock.

If the engine was completely under water 1. drain oil, remove muffler and drain water from it as it will cause back pressue and will not turn over. Clean all fuel lines and carb. If this will get it started then run until engine is warm, shut down, check oil and if it has bubbles(water in it) change oil again and again until oil produces no bubbles as this is moisture still in engine. Been thru this myself. Hope this helps
