B & S produced several versions of the 5HP engine in both vertical and horizontal types. To set any particular speed ;-
1) Obtain a tachometer capable of indicating the engine's actual speed. I got an optical one off ebay for next to nothng.
2) Locate the main govenor spring. You may need to remove the air cleaner for access.
3) Set the operator speed control (if fitted) to MAX.
4) To vary the speed, you need to change the tension on the spring - more tension=more speed.
5) Depending on the model, the maximum spring tension is either adjusted by a screw, by re-locating the spring to a different hole in the speed control lever, or by bending the spring attachment point.
6) Do this with the engine running, and ensure that nothing gets jammed
