My 1995 Camaro won't switch from defrost to vent, etc., there is vacuum at?

My 1995 Camaro won't switch from defrost to vent etc., there is vacuum at the engine but not at the interior connection, there appears to be water in the lines, any suggestions?

Will hav to trace vacum line to source ....most of the time on gm cars it will be on defrost all the time if there is no vacum
Proably just a rotted line somewhere ....or a bad 9 port vavle at control head
