Hotpoint bf1620 dishwasher?

The machine is just over 1 year old (warranty expired) appears to be running through entire cycle, however I suspect that the water is not getting hot and the dishes are very wet at end of cycle, no steam when opening door. Is it a defective element and how easy are they to access/replace? Could anything else be causing the problem?
