Mend Hotpoint WF440P Temp Control Water

Hotpoint Aquarius WF440P?

Everything is connected OK, m/c is level,etc. When temp control at 95 why does water intake on H 40 wash come in cold. seems to heat up by halfway thru cycle - Why have hot /cold intake? This is new replacement !!!! m/c - the inlet hoses both have blue ends and one has red tape on both ends - this is unusual - leads me to suspect this is NOT a NEW replacement but refurbed. Old Aquarius much easier & quicker.
