How can I fix my Belling Format cooker?

My Belling Format bottom oven won't work at all, the fan comes on and the light to indicate the oven comes on, the light remains on but as the oven doesn't heat up, simply stays on.
My thoughts are that it could be the element in the bottom oven that has gone, but if anyone can advise me as to their thoughts, I would be most grateful.
Everything else appears to work fine
