If you want to get to the pumps you have to go from underneath - the drivers side wheel arch. You can pull back the wheel arch liner after undoing a couple of screws. There's enough room to pull either of the pumps out of the washer bottle. They will be stiff, but do pull out. Be careful not to damage the rubber seal if you have to resort to using a screwdriver as a lever.
The alternative is to remove a headlamp and/or the front bumper - buy a water pistol and use that out of the window instead :)
There are two pumps set into the washer bottle, one for front, the other for the back.
If you can hear the pump working, but no water appearing, I'd have said you have blocked filters, which can either be somewhere in the tube, or where the tubes join the pump.
If you can see water moving (I think only the rear jet has a clear tube) it has to be going somewhere.
The front jets have little plastic elbows that connect them to the tube. These are notoriously bad for splitting. Well worth checking first. If they are split (as mine did) it's easier just to discard them and join the tube directly to the jet.
