Mondeo "P" 1800 Turbo Diesel?

could be dirty injectors , or filter , try injector cleaner from most car shops , about a fiver ,mine was smoking , the fuel pump timing was out slightly , but this repair is some what costly and time consuming , try cleaner first , maybe even new glow plugs

Renew glowplugs, check that they have a 12v supply. See that cold start mechanism is working on the injector pump. Check that linkage (plastic, blue ends hasn't fallen off). Look for excess oil in the turbo to intercooler pipe. Have a compression test done if you're still unhappy.
