How do I stop tap on basis vibrating when water switched on?

If the only two variables are the new washer changed and turning the stop tap off, i suggest you turn the stop tap as it sounds like the pressure is too high and if it is a free float washer as in the old taps then it will be moving up and down

the washer was still attached when I took it off to recheck it and I have run the water for long periods on all cold water taps in the house until the water flows freely. It is only this one tap that it effects and it only happens when the tap is initally turned on. What do you suggest?

are you sure that the washer was secure? it could also be air trapped in the pipes
