hot water but no heating? ideal combi fanned flue?

my heating is not working but hot water is fine,i have 2 bar of water pressure at the boiler. if i turn off the boiler for more than 5 mins and re turn on the boiler the heating comes on foa about 5 secs before it turns itself off but i can still here a fan inside still turning? any ideas???
