not a solution but pointers!
ok to change an ip address you need to find the tcp/ip connection in your network settings go to properties and alter it. note: look at the servers settings if possible and find out what the subnet mask is as they need to be the same. the most common is 255.255.255.0 but find out if you can.
o.k. 1. if your server is not in the sense a "true server" then your using peer to peer. with p2p know that the workgroup names have to be the same. by default the workgroup name is "workgroup" if your not you cant see each other.
sometimes it can take a while for pc's to see each other use the search for computers tool by right clicking on "my network places" or network neighbour hood on some PCs.
3. if your notebook works then mirror it's connection settings and vary the ip a little (the last 3 digits) and the computers name.
it's a pain in the arse good luck!
