Mend Sime Super 90 Fan Replaced Valve Hot Water

Sime super 90 Fan?

Have replaced the diaphram on the 3 way valve, and this seems to be OK.
When I turn the hot water tap on, should the fan start first, or should it ignite first. I am not getting neither. Please help.
