computer won't start properly and mouse doesn't show on screen?

computer froze up, turned it of and rebooted. now the home screen is not coming up andf the mouse won't work at all. opening page the icons are froze in the large size and can't reset anything. I am on another computer

What version of windows are you running? Where in the boot process is the machine stopping? Do you have a boot disk available?
