Mend Potterton Ultra 2 Months Water

How can my boiler be fixed?

I live in a rented flat that has a Potterton Ultra 2 boiler. for the last two months the hot water, when switched on, will only come on when it wants. In addition when the hot water is switched on but the central is not, the radiators still get hot.

Can anybody arm me with evidence to take to a difficult letting agent?
