How can I fix my problem with the background image of my PC?

Usually when stuff like this happens it is very difficult to pin point why this had occurred - you can go in policy and make adjustments in there - my best advice do a system restore - but you must know when the issue started to occur (have you logged in as the administrator or are you logging in as a guest)
