How can I fix my 96 Taurus Turn Signals?

My 96 Taurus turn signals and hazards are dead. I have checked both fuses. I have the flasher out and did jumpered between the blocks on the receptical and they still seem dead. I have pulled the shroud from the steering column and the harnesses seem ok and plugged in. I have not changed the flasher or the turn switch. The system is totally dead, they do not light or flash.
