what type of washer taps have you got?.the sort that clamp all the way around supply pipe these are noted for blocking up due to the small hole (1/8") and rust or hard water scale if you say hot water valve tested i e opens and shuts properly your problem maybe pipe supply to machine (HOLE BLOCKED) or p /c board,Are you selecting a high temp program i e 50 60 or 95 boil, wash 40 only fills off the cold
machine should work off the cold supply just takes A LOT LONGER to to complete program
