could be a bad connection on the 13volt nuetral or live wire terminal. could also be a bad connection on the board otherwise known as a dry joint where the red led is soldered.

remake the live and nuetral connections to terminals for the 13volt supply or try resoldering the led onto the board. this should cure problem.
