Hi.. your problem is that the main jet needs a good claen. undo the bowl (11mm) and unscrew the jet out from the middle of the carb. clean out all the very tiny holes.

What year? The Suffolk Punch has been around since the late 60s and in 40 year there have been quite a few different variants.

Must be fuel problem. The fact it starts shows theres spark and compression. The problem must be in the carb - its either got a blockage of some sort or its very badly set up, with the main jet screwed in too far, or the flow of fuel into the carb from the fuel tank isnt happening.
