Preparing wall for painting once dado rail removed?

I have taken off a wooden dado rail that was attached with adhesive. I have caused minimal damage to the wall but where this has probably been affixed for a while, there is a build up of a couple of coats of paint either side of the space where the rail used to be. This would clearly be visible once repainted and is evident to the touch when you run your hand down the surface. Is it easy enough to use polyfiller to even out this surface....????

what i would do is get a scraper and a heat gun then gently scrape of the paint it should come of

You will have to re-paint the wall anyway so sand down across the top and bottom line with sandpaper and a block as the paint where the rail was will be thicker than the rest of the wall,hoover along the space and spray it lightly with water to remove the dust,fill with pollyfiller and sand it down again.You may have to fill it/sand it a couple of times,it's messy and time consuming but Hey!
