what is wrong with my 1998 citroen saxo vts 1.6 16v?

You need to adjust the clutch up a bit so it clears gears. Take the air filter out or better still look up from underneath to the clutch cable on top of the gearbox, then undo the 10 mm pinch bolt then tighten the 13mm nut it was holding but dont do it too much, you should have some free play in the cable or the clutch will slip.
