all should be fused ,heater will be on a different fuse,if fuse for heater is ok ,check for power to supply side of heater fuse (one side should be live) if no power it will probably be fuse box itself thats at fault. if you are careful you can strip down fuse box assy and you will poss find solder joint on fuse holder broken a re - solder to joint and re build. you must make a note of all relays /connecting links etc before you strip down ,also make sure correct fuse values in right place.if you are unsure of above a new fuse box will be required!
