Mend Philips FC8716 Noise Filter Power

rasping noise coming from my phillips fc 8716 vacuum cleaner?

this vacuum only makes the noise when the suction power is turned up above about half. The noise still appears when the hose is detatched and there is nothing i can find inside the container or filter that could be making this noise. any suggestions?
