As a UK engineer I've not heard of this TV but i'll offer some very general advice. First there are so many parts which could fail causing the symptoms, it's really a stab in the dark to offer any useful advice.
Often it would be due to a short circuit transistor or diode in power supply or line output circuit. Or low capacitance electrolytic capacitors in the power supply.
Can you hear a high pitched noise from the TV as it trys to run? If so this may be an indication that at least the power supply is capable of running. It's getting at least a brief 5V supply as you have LED illumination.
Appears the power supply may be tripping due to excessive load. Basically power supply attempts to run, senses overload and switches off, this process repeats.
Often, (with TV's in general) this will be due short circuit in the line output circuit dragging down the main HT voltage. Prime candidates will be the line output transistor sometimes flyback transformer also. The line output transistor is one of the most common to fail, producing symptoms such as these.
Often the power supply switching transistor or power regulator will fail sometimes along with the line output transistor.
Then again, I know of some TV's (eg. some older Mitsubishi) that will also give almost the same symptoms as you described and has nothing whatsoever to do with component failure. Due instead to child lock feature activated.
Ask an engineer to check it over and establish whats wrong but ask for an estimate. It could be anything from a single capacitor worth a £1, a semi-conductor £2-£20 to a flyback transformer worth £50 + labour cost (add maybe £40-£80).
