The power supply cable to the glow plugs has an inline fuse section, it's not like a normal fuse but is just a thinner piece of wire that burns out under excessive load.
You will find it coming off the jump start socket under the bonnet and will more then likely look like a burnt piece of wire. Replace this with a proper inline fuse and wire and see if it still blows.
