How can I fix a slow running tap?

you say the tanks are scaled up check the feed from plastic tank to your copper tank is not restricted so when you draw hot water, the cold is replacing it and not drawing in air. and there should be a gate valve on that pipe in your cupboard check its fully open.
its getting an air lock somewhere
