how do I retrieve the hook that connects to the handle and the bit that flushes took the hook of and it has slipped inside the cistern

my toilet flusher is not connocted to the thing it is sopposed to be and i dont know how to get it out can you help

Just a flush handle replacement shouldn't need an emptying or water shut-off. It will be attached either by a chain link (older types) or a solid barrel linkage. Take the lid off the cistern tank and check.
