Colour is out of balance on tv?

Blue predominates, particularly on faces and hands.

You'll need to take to an engineer to assess it, as it could be caused by something as simple as a penny resistor or at the other end of the scale - it could be the tube is failing. Not usually much in between with that type of fault.
It's impossible to say without seeing it.

Some thoughts..
If the tint remains the same level at all times - odds are better.
It may simply require adjustment of the colour balance, especially if tint is only slight.

Worst case...
If the TV is old (say over 9 years) & the tint is substantially worse immediately after switching on from cold and settles to a more acceptable level after a few minutes - probably the tube is failing.

Other signs of tube failing:
1. Colours streak (flare) to right as contrast and brightness (beam current) is increased.
2. Poor overall focus.
3. Poor overall contrast.
4. Intermittently entire picture flicks to one colour (red, green or blue), possibly tube arcing inside.

Options: Replace tube (not really an option), or reactivate it - last ditch attemp before scrapping it.

BUT it could be something very simple, so if it's not too old it's worth having an engineer take a look.
