What is the cause of cold radiators in my top bedrooms?

My central heating works fine and I had a very good make, fully certified combi boiler installed only last year. I have noticed the radiators in the two bedrooms at the top are cold, though slightly warm at the bottom. What is the cause of this and how can I repair it without calling a plumber? Thanks
