Why does my header tank fill up but not overflow outside?

Every morning when the hot water switches on the header tank starts to fill up, seems to go on for ages. (I sleep underneath it). Have in past 2 years had cylinder replaced and system flushed out. Also, water in taps is far too hot. Any connection? Might it be the thermostat on the cylinder?
