Mend Singer 9018 Machine Timing Tension

How do I set the timing of a Singer sewing machine, model 9018?

My wife's machine of several years is stitching erratically, even after thread and needle replacements, careful rerouting new thread, adjusting tensions, and thorough cleaning of all areas called out in the Singer manual. I happens on a variety of fabrics and conditions and I really believe I'm down to checking/re-setting the timing.

Timing on sewing machines do not just go out of order, more information is needed, when sewing what does the stitching look like top and bottom ? is is stitching properly but missing stitches ? is the thread loose either on the top or on the bottom ?
