Mend Singer 1411 Sewing Machine Needle Repair

I have a white 1411 manual sewing machine. Help!?

The needle will keep engaging when the bobbin is winding. I turn the inner release wheel counter clockwise and it starts out ok but after a few rotations the needle bar will engage and start moving up and down. The inner wheel remains loose the entire time. There is also an accumulation of metal filings? around the bottom of the wheel.

The most common cause is lack of oil in the oil hole on the top of the machine near the balance wheel, try a bit of WD40.
