Mend JCB 3CX Starter Cranking Engine

Jcb 3cx?

1999 jcb 3cx wont start, starter is engaging with flywheel because I can see fan move when attempting to start the engine, but there is resistance somewhere as it will not crank the engine, the battery is good and has booster added for extra power but still wont crank engine
