Tracking and tensioning on a power craft bandsaw?

Can someone please tell me if there is a parts breakdown diagram for a Power craft MIA190 bandsaw blade tracking and tensioning , I feel that there is a part missing to set the tracking as the blade will not stay on and the top blade wheel is tilted in at the top and can't be pulled in at the bottom to change the tracking, the tracking screw seems to have something missing on the inside end . I hope this is clear enough
