Ah, rather than a problem with fluff, your drier has a setting "fluff no heat". Amazing what a bit of punctuation can do.
You say it is "basic". In my world basic dryers are heat & tumble only, with a basic run-back mechanical knob timer and no other programs.
Yours sounds a little more complex. I assume it is still pretty basic, maybe with a second knob selecting different programs. If the motor turns the drum when the machine is drying, that suggests the motor and at least that part of the second knob is OK.
It may be that the swtch has failed or there is a wiring problem inside.
If the control is more complex - electronic, there may be other issues.
So, what is yours: make? Model? Is it standalone or is it built in and needs to be extracted? How much is a half hours labour wherever you are? Call out? How much are spares for your particular dryer?
Sorry one cant be more helpful. Unfortunately its still pretty much a "how long is a piece of string"type question.
