how can i fix my spin dryer that spins very slow?

When i start my spin dryer, you would hear a buzzing sound while spinning very slow, how do i fix it? Standard super spin-dryer, model: SSD-5.0A

It might be that the brake isn't releasing. I've seen this before when the cable that releases it becomes frayed and jammed in the cable sleeve.
