remove shroud Prestex chrome bath tap on acrylic bath?

Need to remove shroud which become stuck in order to lubricate/check washer as tap operation has become difficult with scale .Find it difficult to use force on acrylic bath. Design of shroud does not allow something under. Tap about 1974.Shroud length about 3 "and has central top screw which is free.
