There are various radio transmitters around the world that send out these time signals. It's more than likely that your radio can indeed pick up the transmissions - it will depend on the the technology in your radio and the strength of the signal being sent.

It says this about the French transmitter...
AM-broadcasting transmitter, located 150 km south of Paris with a range of up to 3500 km, using an encoding similar to that of DCF77, but requiring a more complex receiver as time signal is transmitted by phase modulation.
