Mend Carburetor Engine Lawn Mower

Hunting mower engine?

The engine is hunting on my mower, I have cleaned the carb and all the jets are clear, there is no diaphragm, only floats, I have got fresh fuel and spark plug but the governor is still bouncing back and forth.
