when the wash has finished the softener draw is full of water and clothes do not smell of softener

One presumes you are talking about a washing machine (although you told us neither that nor the make/model)

On that assumption, you need to look in the manual fo rhow to clean the softener drawer. there is usually a little syphon device in the drawer that gets bunged up . It can be removed to get rid of the crud. the exact appearance and removal procedure vary from machine to machine.
