2004 Renault megane 2.0t wont start?

I insert keycard usual car says press clucth push button but nothing doesn't even attempt to turn dash shows STEERING LOCKD..STEERING UNLOCKED messages respectively I can hear the lock making a clicking sound as if its jammed,the module was always open while car was driving steering never locks but everything else comes on even wipers moves at times I bought a used UPC
But it didn't cure the problm hell I even buy a brand new battery, checked and cleaned the crank sensor was not dirty but still very much magnetic
