9448+ panel problem?

The panel has been powered down, as a continuous tamper fault is occuring.
I have linked out the A/T terminal and the 0v and TR terminal and taken out all the circuits and linked the zones out.
I have connected the RKP
On power up (with no battery connected ) it either sounds the internal speaker, with what I can only describe as an interference noise, or go into full alarm which I cannot stop as the RKP although lit and beeping on pressing is not stopping it.
