Mend Volkera linea 726 Fill Valve Loop

Volkera linea 726 won't fill?

With both the isolation valve and loop fill valve in the fill position nothing is happening. How do I fix this?

Is the water isolation valve/stopcock on?
Is there water pressure at the boiler end o fthe supply pipe?
