Bosch classixx 1200 can't turn plastic bung to unblock filter?

If it won't turn it probably has something jamming it, you could try tilting machine back against a wall and try twisting the filter left and right repeatedly and the object might fall back into the housing and release the filter. If not the pump will have to be removed and the motor removed from the back of the filter to clean out.
