how do i stop my daewoo tacuma engine from over revving?

when I start my car the engine revs up to just over 2000rpms. it is really noisy when I clutch or sit in neutral. what causes this and how can it be resolved. My car is a Daewoo Tacuma 1.6 petrol engine and is a 2003 plate. Thank you
